Spun Hub???

Hello All, This is my first post and I hope you guys can help me out. So here is my problem, I have a 1979 Mercury 20hp (blueband) on a decked 16ft mirrorcraft. I was out yesterday and the engine reved up and I had very little forward progress. I trailered the boat home to try to figure it out. My first thought was that I spun the hub. I put on a new prop and when I put in nuteral it spins freely, in reverse turning counterclock wise it locks, however when I put it in forward it spins with a clicking noise. Could this be a more serious problem that just a spun hub.

if it is remote controlled(not tiller)motor could be shift(throttle) cable. could also be in lower unit.(forward gear or clutch dog)

Thanks for the reply, it is remote so I'll check the shift cable.
