All you need to do to troubleshoot the carbs is stick two fingers in the carb throat to choke each one , find the culprit.
If pushing the key in has a more dramatic affect then I'd suspect the pump or anything that can impede flow, fuel tilter etc.
If none of the above helps, see if a timing light shows spark drop under load.
When I bought my outboard I watched a mechanic do this to find the problem, took a few minutes and he said power pack.
Yeh he did a compression test first.
I was just impressed how quickly he tracked the problem down.
And I would rebuild them all anyway if its new to you, that and everything else in the sticky file above.
