Stalls at less than 1400 rpm unless I use the primer bulb

1997 30 hp serial 0G465407. First thing I did was rebuild the fuel pump. Fuel pump looked good and still had the problem after rebuild. Used different known good gas tank and new fuel hose. Tested the fuel connector at the motor. Fuel filter and housing are new,could see there was no dirt in it. During this time I was inspecting and reinspecting all the hoses and fittings and found nothing. The carb was cleaned and rebuilt not long ago and the bulb would pump up hard so I ruled that out for the time being. Some other strange things were going on along with not running right. The fuel filter would be half filled and when I pumped the bulb rather than filling up it would go down further.Waiting for a minute it would fill up. The gas looked like it was coming from the outlet side of the filter. One more issue was it looked like my oil injection wasn't working by the amount of smoke coming out of the exhaust, thankfully I have been running pre mix.Checking down the fuel hose to the oil pump I did discover that the bottom of the pump was wet. Today I checked all the hoses again and found a skinny vacuum hose that ran up to the top of the engine that was hard with hair line cracks along it's length. I'm going to assume for now that's where my air leak is.

So the questions are If the vacuum hose is letting air in would that particular one cause my problem?I'm going to assume the oil pump has a leak and it's caused my old O-rings?Could the oil pump leak cause my fuel filter to do what it's doing or would it be the vacuum leak or something else? Any and all opinions will be greatly appreciated.Thanks.

By the way I have to use the primer bulb just after starting at all rpm until it warms up a bit then it will run above 1400.
