Starcraft pop-up camper?

I'm doing a bearing check on my brothers Starcraft trailer. I have both tires off the ground but can't get the tires out from under the trailer. It has a torsion axle and the stubs won't drop down enough if any to allow the tires to clear. Is there a way to get the stubs and hubs to drop? Is the axle shot?

I pulled the dust caps and the bearings look good and the seals aren't leaking any grease.
The issue now is if they have a flat tire they won't be able to change it.
How far should a torsion axle spindle drop when jacked up?
