start only with a little gas in cylinder, otherwise will not fire BF25 ~1996

My new to me Honda BF25 (1996) will not fire unless I pull all plugs and spray some gas in each cylinder. Then it runs fine and will re-start after stopping on one pull.

Cold starts are just a no go. Not one fire ever. Check spark and looks good on all 3. fuel squirts out past fuel pump with priming (disconnected line to see).

I'm new to outboards, so how is gas suppose to get to cylinders on startup?
