Starter drive not kicking out, '59 Merc Mark 58A

I bought a used starter for this outboard as its original was totally dead. The used replacement spins but its drive fails to spin outwords to engage the flywheel. Doesn't matter if I bypass the solenoid or not. The solenoid is good. <br /> It's a negative ground starter but polarity doesn't matter, spins the same direction either way and the same direction as the flywheel turns when pull started manually.<br />One guy I know suggested oiling the gears shaft and said that that often cured the problem but no, that's not helping. The starter, shaft and gear is not rusty, no broken spring.<br /> The battery is good and the same battery allows the starter to work normally on my '57 Johnson Javelin.<br /><br />Before giving up on this Merc starter and returning it to the seller for a refund, anyone here have any other ideas?

Try turning the bendix by hand. It should move up the shaft to engage the flywheel.

Try jumping the starter from your car battery and see if it responds differently.
