Probably a bad connection. If not that then either the key switch or the slave relay

Look on the motor for a smaller wire coming off the starter and going to a relay, that would be the slave

I found the relay and switched it with the trim/tilt relay. No difference and the trim worked just fine with the other relay.

Getting closer, the connections on the relay are clean and tight, and there should be a black wire which goes to ground

Have you checked the Bat voltage? Should be close to 12.7V as full charge for lead acid. Can keep the meter on the Bat cable at the motor side and turn key to see if your getting less. Don't over look the the Bat ground cable connections

I'm thinking of old OB and there was no motor connector. The new ones probably have a main connector. Does it have a cable connector between motor? If so check the pins

If all that checks out then might just be the key switch. When it clicks, just jump from the red/purple to the Yellow/red. If jumping works then its the key

It does not have a connector between the motor and batteries. It has 2 batteries the go into a selector box that you can switch between 1 battery or both batteries. I can jump between the activation wire and the positive wire on the cylinoid and it will start. Is the yellow/red and red/purple wires on the relay?

The wires are stand ABYC colors
The pic are Mercruiser but wiring is same for your motor. Note the Yel/red goes from key switch thru neutral safety and to slave.

The neutral safety switch can also have a bad connection
Do agree with ding it is sounding that way

Ill try the key switch tonight when I get out of work. That's a quick easy check. I took the starter apart and cleaned it but you cant take the cylinoid apart to clean and check.

Just an update, went home last night and 12 times in a row it started with the key like nothing was wrong. Still not sure what is the problem.
