Starter motor problems

hi there , i have a 1985 ish mercury 50 . it has elect start but not elect trim and tilt .
Anyway back to it , the starter motor is gone i think , the little bit on top ( with teeth) that pops up to turn the cogg is stuck up , is that a new starter or fixable ? as you can tell i am new to the boat seen ,

Thats called the Bendix. You can try using a spray lube to see if it free's up. Sometimes that helps. Don't use anything heavy like gear oil as that will contribute to gumming up.
