Starter problems

I have a 1979 100hp Johnson Javelin that just came with the starcraft boat that i just purchased. And when i went to start the motor it turned over at a good rate and the motor burped then when i went to turn it over again it slowed down quite a bit about half the turning speed. And it does that every time i try to start it any suggestions. How can i check if the starter is any good? Or would it be something different?Also the tilt on the motor goes down but clicks when trying to go up it wont go up,Thanks

cant help on the starter problem because i am having the same trouble myself. the trim problem is attributed to a trim relay. mine was simple to replace, just unplug the old one and plug the new one in
