Starter Solenoid HEEELP!

I just bought an 1980 Evinrude 35hp motor with electric start. the motor didnt come with the ignition but i do have the plug that plugs into the motor for electric start. I also measured the voltage with the motor running and the voltage rises as you increase the Rpm. The voltage exceeds 20V which i assume is way to high and will damage the battery. What is the Problem?

Does anyone have the wiring pinout for the starter solenoid? this is how i have it wired so far.

Starter solenoid wiring:

red wire - pwr from battery to positive on solenoid
black wire - ground from battery to negative of solenoid

Do you know where the yellow w/red stripe wire on the soleoid goes to? Battery power or ground in order to start the motor?

The red battery cable goes to the large post on the solenoid, 6.

The black battery cable goes to the engine block ground, 11.

The red and yellow wire from the ignition switch goes to the small positive terminal on the starter solenoid, 3.

3 and 2 may be reversed, it does not matter.

The elctrical output is not regulated on that model. 20 volts with no load connected is not abnormal.

Thanks guys. As far as the voltage output not being regulated. Do i need to buy a regulator in order to safely charge the battery? Also do you know how to power the motor off. I am just going to wire a push button to start and another push button for a kill switch.
