Make sure you've got a good hot battery. If the battery is good, try to crank it with the starter rope. If it turns over fine then you could have a dragging starter.

Or poor connection between battery and starter (either hot or ground).

take the battery cables loose at motor and battery, solenoid. clean and make sure tight. if that doesn't cure it take starter to starter/alternator shop. expect $200. if the armature is bad. but could just be brushes which is much cheaper.

If the battery os good, then you'll probably be looking around for a used starter... try ebay.

No. The compression relief on the cylinders is only in use when the pull starter is pulled. A good battery and a good starter should spin that engine easily. One of them is not good.

have the battery load tested at the auto parts store to be sure. it's free. have the same motor. a decent battery will spin that motor easily.

Just worked on a '57 35hp and a average battery spun it easily...
