40hp mariner 2 stroke 40 EO 6E9 S 150368.
I have electric and manuel start. The Key does not turn the engine, but must be turned to the "on" position to start it manually. The key is also used to turn the engine off. What should I test and how?

Go to Engine FAQs, "Outboard won't start" and do the troubleshooting for the starter circuit, Skagway.

That should identify the cause for you.
