Starting 4hp Evinrude, dials and switches

I just got an 1990 Evinrude, Yachtwin, 4 hp, 2 stroke. Trying to start.

There is a switch on the side near where the fuel is attached. A circle and an arrow pointing forward, what is this for?

Two dials in the front. One is fuel and the other is what?

The switch on the side may be the forward / neutral gear shift lever.
On the front, one dial may be the idle mixture adjustment.
The other dial may be the combination fuel cutoff / primer pump.
