starting an NS40C

When starting a NS40C with muffs/garden hose...motor starts quickly. Backed into the lake...motor hard to start. Water pump seems to work fine. Any ideas as to why??

Is it always behaving like this, did you had engine mouned on transom when boat was backed into the lake ?

Yes. Motor has always been mounted on transom. Starts great out of the water. But back the boat into the lake. Nothing????? Almost like its not getting gas or something??

Is the carb well cleaned and adjusted, is the tank air vent opened, are fuel lines completely clean including both gas filters, plugs in good condition and well gapped ? Is it a remote electric start model ?
