Starting in gear when lever is in neutral

OK, Did a carb job, linked and synchronized the engine (1968 40HP Johnson) and it started and idled just fine. Went for a cruise and when going slow to come in it stopped. At the dock it would start and run only for a few seconds then stop.
Now I tried again and it does the same thing, but I had realized that the engine Is starting in gear although I have it in neutral. I would imagine that this is causing it to stop.

Anyway.. can some please help me out to where the problem is occuring or where I should begin to look. Thanks.

1 - Check for lube in the lower unit. If its low or full of water it could be binding up.

2 - Check that the shift cable/linkage is adjusted properly. Remove cowl and move shifter or tiller and see how things move.

3 - A manual will help with both.
