What is the starting procedure for a 1992 Evinrude 250 hp V8 with the external primer pump? I basically want to know how long to run the primer pump for? Also, it appears the pump is difficult to get as it is discontinued, does an electric car fuel pump work?

It's basically the same as for any motor with a primer pump. You run the pump long enough to pressurize the fuel system. It does the same thing as squeezing the ulb on a smaller motor.

1- Pressurize the system with the electric primer pump.
2- Turn the key to "On". Do not engage the starter. Make sure the electric primer pump is off.
3- Push the key in to activate the primer solenoid (choke). Count to 8.
4- Turn the key to the "Start" position. The motor should fire up almost instantly.

You may have to tap the primer (choke) as the motor warms up. Let it warm up completely and come out of Quick Start before you shift it.

If you cannot get the original type electric pump, make sure you use a marine electric pump with the fuel by-pass and a momentary on-off switch.
