Starts first turn, but not on cold restart

I have a Volvo 5.0GXi. This is not bad now, but I don't want it to turn into something worse. The engine starts fine on the first turn, but if for some reason you turn on the key so the fuel pump runs (but don't start it), then turn it off, and on again - so the pump runs a second time, it wont start. I guess it's flooded. If you start it, then turn it off in 30 seconds, it won't start again. Why?

Note: know you want to know why I care - start the boat on the first turn and be happy moron! well, I have been having an issue that no one can figure out where even a new battery can sometimes go dead after a week or two even if it is switched off at the battery selector. So, I forget to disconnect the battery occasionally, not very often, but it happens.:facepalm: The next week I go to start the boat and there is enough juice to run the pump, but not enough to turn it over. I switch to the other battery and now it turns over fast enough, but it won't start. Messing with it, I discovered the 30 seconds off - won't restart thing.
