Starts like a champ when hooked to the waterhose

Like clockwork, before i make a trip to the lake i run the boat the night before and or right before just to make sure all is well. I get the lake and struggle to get it started when the boat is on the ramp. Boat runs well but when i shut it off it takes several (8-10) sec. to start it back up with alot of throttle added. When i am at the house and hooked to a water hose it starts up first time...every time with very little to no added throttle. The outdrive is always trimmed down and the only difference is the water being forced in or the outdrive sucking it in. Thanks for the assistance!

The boat is a 1995 21ft wellcraft eclipse cuddy cabin with a 5.0 volvo penta, 2 barrel carb. duo prop outdrive with the waterhose attachment on the top driverside of the boat...it does not use muffs. thank you again!

Sounds to me like your timing is way off, and the idle speed is way too high, probably meaning all sorts of things are out of adjustment.
A full tuneup would be a good idea and check the compression, static and advance timing as well, and get everything adjusted to specs, not just your ear.
