stator power leads

My stator is recieving 12 volts from my reg/rec leads via the 2 yellow wires with the ignition in the on or off position. Even with the harness disconnected from the boat. Can someone tell me if this is normal.The book doesnt offer any checks for this reg/rec except for running test which is impossible because i still have no fire. Im reluctent to install my new powerpack until i figure out if the reg/rec is good or not.<br />Thanks

Engine running or engine off? Should not be voltage on two yellow wires from stator with engine stopped.

With engine stopped. I cannot get it to produce any fire so i dont know if the tach works. Even when the key is in my pocket those 2 yellow leads have 12 volts to them coming in from the rec/reg leads. I have been disconnecting my battery since i replaced the stator to keep from harming it.If the reg/rec isnt supposed to send any power to the stator I will replace the rec/reg aswell. I was just hoping to make sure before i purchased it. Im already out for the powerpack this week. It is a 1990 Johnson GT 150 35 amp
