steering cable problem

Went to install new steering cable and end of cable binds in tube because hole in hull is not lined up. Can I drill new hole or will it weaken transom area.

what motor, most outboard you lift the motor to get the cable in. how did you get the old one out.

70hp Mariner on a Bass Master boat, 88' model. How is the best way to lift motor. Had to cut and drive old cable out. It was rusted bad. Sanded and cleaned old tilt tube, Should the tilt tube be replaced.
