steering cable removal

I have a 1978 johnson 115 and i am trying to remove the steering cable
it is a rack and pinion steering cable i can not seem to get the cable
out is the best option to cut the cable or loosen the motor to give me
the angle i need any help would be greatly appreciated

loosen and lift the motor. you still won't have room to get it out, if you cut the cable, and you will never get the new on in. you may have to drive the old cable out of the tilt tube. then clean the tilt tube before installing the new cable.
