Steering cable replacement

I have an 18' Wellcraft with an Evinrude 140. It appears as though the steering cable has frozen and I beleive broken in the tube that engine tilts on. When I remove the nut where the cable connects to the engine the cable pulls away from the engine but the part on the other side of the engine (where it connects to the linkage on the motor itself) does not move. Is this piece broken inside the tube? I assume it is one continuous piece and not two separate pieces? I'm somewhat new to boating but I do work with tools all the time. Is this a project I could do myself and if so where might I find some instructions as to the procedure of this repair. From previous posts I have read I imagine the cable is about 75 bucks. <br /><br />Thanks for any and all advice
