Steering Cable Setup

I've got a 1961 Crestlimer Imperial with a 75HP Johnson that broke it's steering cable which I just replaced along with the original pulleys that attach to the motor. The question that I have is how many times should a steering cable be wound on the spool that attaches to the wheel?

put as many as possable on the spool

No less then 3 each way,I thing its 5 each way.Long time messing with one of those.
