Steering cable won't come out of motor

I have a Sylvan 16' aluminum boat and the steering cable won't come out of a Tohatsu 50D hp outboard. It's never done that before. <br /><br />It feels like it is grabbing something. <br /><br />How can I get it out?<br /><br />Thanks.
