STEERING CABLESIDES OUT, UNTIL IT DOESNT....?

Trying to install a CMC PT-130 tilt/trim unit on my 1987 Astroglass 151 Bass, and when I pull the steering cable out, it stops and sounds like the larger diameter end, where the steering arm goes, is hitting something inside the shaft it slides through.
Shouldn't it just slide all the way out?

Figured it out. Impacted old grease was keeping the cable from sliding out. Tapped it with a rubber mallet and it came out.
