Steering is way stiff

I just bought my first boat. It is a 1987 Celebrity 19.5 ft. with a mercruiser 5.7 with an Alpha1. I took it out and it is so stiff to turn the steering wheel. you have to use boath hand. Can anyone help me to what is wrong with this.

cable is probably all corroded and needs replaced - or PS is innopperative.

What have you checked?

If you have PS, make sure there is enough PS fluid, the belt is present and adjusted properly.

it does have PS I just went out there and greased up the cable it freed it up alot but it feels the same if the motor is started or not. How will I know if the PS pump is bad.
