steering Problem on 2004 Skeeter SL190

I have a 2004 Skeeter SL190 with a 150 Yamaha that is hard to steer - difficult to turn the steering wheel. I'm thinking it is low on fluid but I can't locate where check or add fluid. The manual shows a place to add fluid near the steering wheel on the dash but there is nothing there - does anyone know where I can add fluid?? Thanks

I have an 08 SL190 with hydraulic steering. For me, the black fill tube is on top of the dash.

I have the same boat but it is a 07. My boat in dual cable steering and very hard to steer. Check to see if yours is dual cable or hydro.
