Steering problem?

Have an 18' Larson. I launched the other day in too shallow water, had trim down and couldn't go anywhere. Realized my mistake, corrected it and off I went. Once on the lake, the boat felt "tippy" like the trim wasn't down all the way. Trim was fine but when I turned the steering wheel, seemed different than before. Now when I move outdrive by hand sounds like something rubber is catching inside and is much harder to move back and forth than it was. Also, I saw a a small rooster tail of water coming out of top of outdrive at full speed that I don't remember seeing before. Boat has power steering. Any help would be appreciated.
