Steering problems and removal

First- I am trying to remove my steering cable and have no idea how... It is frozen so it needs to go. There was a retaining clip on it that I took off and I just left the while thing soaking in some PB after being unable to turn any of the large nuts. How does this disassemble so I can get it outta there?

Secondly - My stern drive moves slightly with the steering frozen. It seems that the steering lever that goes into the drive is loose and has a slight amount of play...will this be a tough fix?

The boat in question is a '78 Century with MerCruiser 470 engine and drive.

Updating that I had to cut the old cable off since it was impossible to remove...New one is coming. The steering lever I found out is able to be tightened-if you have the update plug kit which I do not have so I'll have to find another way around that...

You could order the kit, then you would have it. It is basically 2 threaded plugs, and template. You will need a hole saw and a tap.

if you have the update plug kit which I do not have so I'll have to find another way around that...

Ayuh,... The Only way around the Kit, is pull the motor for access...
