Has it always done this? If its only just started to happen that it sounds like a problem with the steering, but if its always done it than it could well be a normal phenomenon that happens to many boats as they move through idle to planning, the transition period and resultant boat angle can put a huge strain on the drive and make it very hard to steer, if you can avoid the transition speed that may resolve the problem. If you cannot avoid the speed that causes the in-between boat angle than try adjusting your trim when the steering tightens up, I have a ski boat with a Volvo outdrive and boat angle especially that not planning, not idling speed can seriously affect the weight of the steering and I can only imagine a bigger boat such as yours would be a lot worse.
