steering problems?

i have a 16 foot 1965 starcraft boat and a 1966 100 horse johnson motor that was bored out to a 125 My problem is at lower speeds the boat seems to pull in either direction of wave action And at plane speed the boat pulls extremely hard to the right I have replaced the old pulleys and cables with new pulleys and cables but to no avail I could use some advice on this problem thanx DAY_O from utah

low speed, is the nature of the beast, of a V hull, the high speed there is a tab, just above the prop, loosen bolt, if wheel pulls right, move back of tab to right. may take more than one try to get it correct.
