Steering removal

I all I am slowly trying to work on my boat its a Winner Baronet. The Latest issue is trying to get the steering mechanism separated from the rotten piece of plywood. As you can see in the pictures:

I am unable to get the top housing past the keyed section. Do I need to unbolt from the bottom shown here:

will that mess anything up if I do that? Never really messed with steering on anything.

You should be able to remove that key, it might just be a little stuck in there.

That woodruff key is just stuck like Bomber says, get a hammer and a punch. A slight tap will cause it to slip right out of the keyway.

Yes that worked, well hammer and screwdriver and it came out without any problems. Thanks for the help.
