Steering Rod Stuck in Tilt tube

So I have been working at getting this steering rod out the tilt tube on my 1997 Force outboard motor. I have used every lubricant that i could possibly think of, such as BP blaster, liquid wrench, even carb cleaner. I have had no such luck on even getting it to budge. I was just wondering if anyone has any suggestions that could help me figure this out. I have been working on this for a month now. Any help would be greatly appreciated.

Retract the steering arm all the way into the mounting bracket at the motor, see if you can drive the steering arm and cable back thru the mounting bracket with a hammer, being careful not to mushroom the end of the steering arm. If the end get's mushroomed you won't get it out without cutting the end off first. Don't forget to remove the big nut first!
