steering tuff in cold

my steering the last time I took the boat out was hard the air temp was about 30 to 35 as the day got warmer it got easier is this normal or should I consider new cables

normal, lube is thick. may consider servicing the tilt tube.

Probably normal. The grease in the cable casings gets stiff in cold weather. If they work fine when temps warm up, the cables should be ok.
