Steering wheel movement is difficult and choppy when turning to port

I have a 1992 Pursuit 2150 center console with twin 115 HP Mercury outboards. It takes a great deal more effort and is choppy when turning the wheel counter clockwise. Clockwise (starboard) turning is smooth and easy. I purchased the boat from a marine mechanic who told me he had bled the system. Any thoughts?

Man, that thing has air in the lines. If it were me I would change the fluid with clean, and start from scratch. Bleed, bleed and bleed. If you can bleed brake lines, then this will be easy for you.
