steering wheel play on 2002 palm beach 161 with safe t steering

Everyone,

I have about 2 inches of play in the steering wheel. I am thinking its the gear underneath the steering wheel because i can just grab the outboard and move it side to side and when i do i can feel the cable moving through the plastic but the steering wheel doesnt move at all. So i am thinkig that gear is worn out underneath the steering wheel. Does anyone have any ideas on this? also can i just replace the gear and not the whole cable.
