steering wheel turns 1 revolution before motor moves

I am looking at buying a used sea ray. It is a 1993 21' with a 175 merc. The steering wheel turned at least one revolution before the motor started moving. It is hydraulic steering, and I don't know the brand name. I don't think it is power assisted. The owner said it was low on fluid, but he misled me on other things about the boat, so I don't trust his opinion. Do you think he is right or could it be something major?

It very well could be just that - but for crying out loud if it's something that simple why doesn't the guy just top off the fluid himself so there's one less negotiating tool for a potential buyer ?!?!?!?!?! Honestly, if you've been lied to about the boat's condition I'd think long and hard before buying from him.

If it is low on fluid, where did it go? It could be a minor leak or a major ?

very common to have to top off, and bleed hydrolic steering. just like the brake fluid in your car. it evaporates.
