sterering help

Hello all: I have a 1993 18" 3.0l i/o bowrider. I know I dont have power steering. I've noticed when out of water and boat on trailer I position my drive to line up perfectly with the bow eye. However, my sterring wheel is turned to the right aqbout a quarter rotation. When using the boat in water, it is definitely mis alligned to the right. Also, when trolling with trim all the way down it is real hard to turn boat right or left. It takes alot of effort.

Do I have a probelm and how should steering work in a boat that does not have power steering?. Thanks
