There are three 9/16 bolts on the tilt quadrant gear ( port side of the upper unit ) if you remove those bolts the outdrive can be raised or lowered manually .

The actual gear itself will become loose and can be removed so you can raise and lower the unit by hand.

Make sure you have a grip or a support on the drive when you loosen the quadrant. It may hold up there just fine with no trouble (mine typically will), but if something slips that drive'll swing right down with all it's got.

But if the drive has been in saltwater 1 time.
Be very careful when removing the screws as they ain't the biggest or strongest.
They get corroded and will twist off real quick.
I spray with PB Blaster or any penetrant and tap with a hammer and even a propane torch.
Take your time and it will come off eventually.
I spent 2 hours removing 2 1/4-20 screws on an older motor.
