Sticking shifters

I just purchased a 1997 Larson Cabrio 310 with twin 350 Volvo Penta i/o. The two shifters are combination throttle and shifter. My problem is that they are very stiff and difficult to use both as throttle and shifter. The marine mechanic thought that it might need new cables, but when he inspspected the cables in the outdrive he said they were fine. I even took the shifter cables off a the shifter and pumped transmission fluid into the cables. This also failed to loosen the shifter. I examined the cable run and there does not appear to be any tight turns anywhere. Help!!!!!!<

have you inspected the linkageunder the cover on the back of the outdrive? have read other posts of corrosion and sand in this area causing same problem.
