Stiff steering fork Volvo Penta 280

We are trying to install the steering fork in our volvo penta 280 and it only went in about an inch(with tons of hammering, and grease) and now it wont go in any further. It doesnt seem right that it should be so stiff and i dunno how it is going to steer when its this stiff. All the bushings are brand new. Any tricks?

Did the bushings slip in the transom shield easily? If you had to force them in, you loose.

can you please expand on the loosing part, they were pretty tricky to get started into the sheild, but once started the bushings slid in easily

The 2 bushings have different sizes inside. You didn't put the small one in the lower part did you?

heh, i think a better term for it is FAIL!.. LOL yup, that sure was the problem, it slid right in after we swapped the bushings around.
