Stiff Steering on 1987 Yamaha V4

I have a 1987 115 Hp Yammy. The steering works but is super stiff. I have pumped about 1kg of grease into all the grease nipples. But to no avail. When disconnecting the steering cable from the motor the cable is completely free you can spin the steering wheel but even hanging off the motor I cant budge it I can only move it with cable attached. I can use the boat but its difficult to maneuver in tight places.
It seems to have only one grease nipple that services the shaft the other nipples service the cable areas. I have pumped grease into all of them,
It feels like something is adjusted too tight. Is there a way of adjusting the steering I notice there is dampeners upper and lower in the parts diagram on I-boats but not sure if this is an adjustment of some kind or not. Any thoughts or ideas would be very welcome Regards.

Note in the pic below the shaft item 38 and bushing and seals item 40 and 41. The shaft goes through the housing and should be fairly easy to move when the steering cable is not attached. With you being unable to move it with the cable detached, your shaft is probably rusted up. Probably going to need to remove the motor so the housing bracket can be removed from the shaft and cleaned up

Thanks for the info sounds like a big job. Do you think if I just keep pumping grease in every time i use it and work it a lot it may free up a little or is the rust just stopping the grease from getting to where it needs to. I guess at the moment because I can stll use the boat I will wait till it gets so bad I cant maneuver the boat. Thanks for you your help it is very clear.
One more thing I notice that I can only see one small zinc anode on the bracket. Should there be more. There is also the anode at the bottom of the motor near the prop but I can only see a small one at the bottom of the bracket assembly do you you think there should be another one.
