Stiff steering

I have a 90 Hp Mercury OB that is old. Not sure what year it is but it is old. I works OK. My question is about the steering. I have what I think is a Teleflex steering system. It is very hard to turn. Even on plain I have to fight with it to turn. Anybody have any advice?

disconnect the cable from the engine and then try it..... might be the cable

OK I don't know why but every time I look at that hose going into the steering I think it's a hydraulic hose. I will check it out. Ant other ideas?
