Stiff "Throttle Only" Button

The "Throttle Only" button on the Commander shift lever in my 1984 Sea Ray SRV210 is stiff and hard to actuate. I've looked in the various maintenance documents I have and have not seen this addressed in the trouble-shooting matrixes. Is this a lubrication issue? If so, what lube should be used?

With plastic or composite parts, I always use spray silicone. Never hurts the materials and doesn't conduct electricity.
