I tried what i was advised, changed impellers, all seals, but still dont have water coming out the exhaust relief ports as stated,, the water still comes out at the bottom of the shaft near the prop or above the prop. this is a Evinrude 50 hp lark.

Is it over heating? Is this just on the garden hose or in the water? Is there absolutely no water or a mist / spray?

NO mist or anything i hooked up a water system to hook up the the water tube from the water pump, you can hear water going into the engine and comes down from the top thru the lower housing, when you turn the water off it flows back out the water tube,, no it hasnt over heated to my knowledge, i have run it for 10-15 minutes at idle using ear muffs water has always came out of three slots above the prop nearly directly above the water intake slots at the bottom.

At idle on muffs there will be little or no exhaust/water coming out of the relief ports, there is not that much exhaust pressure to start with and with no back pressure on the main exhaust because its not under water all your exhaust and cooling water will exit via the main exhaust port.
Try running it in a tank with a few more revs (set the throttle no higher than the start position) you should get exhaust exiting via the relief ports.

Is there a way that you can use a metal trash can or barrel to fill will water to try running the motor without lifting in off the boat? Maybe tilt the motor up, slide the can over the lower unit and let it back down. Make sure you fill it up with enough water to cover all of the water intakes and keep re-supplying water to keep it from getting to warm.
