Stingray question (not should i buy question)

A Stingray hydrofoil was included when I bought my used boat. I'm gonna throw it on there just to see if it makes any difference. Holes are already drilled. I just need to know the correct setup for mounting.

Does it go like this:
bolt through the bottom
Cav plate
rubber washer
stingray
metal washer
nut
??
