strange idle problem

4.3gl 2bbl Holley with electric choke.
If I start the motor it idles at 600rpm, then if I give it throttle and go back to idle it idles at 1000rpm. Then, if I switch the key off and restart it idles at 600rpm.
I adjusted the cable, choke seems fine

The cable needs to apply tension against the carb's idle adjustment screw,....

There was a little slop in the cable, so I tightened it up as you said.
It's just weird that turning off motor resets idle.

Probably the vibration, in the process of starting, jiggles it.

BTW, "jiggles" is a mechanical term.
