Stretched throttle cable?

My new to me boat 17' sea nymph with evenrude 30hp motor 1989 I beleive. The issue is I push the throttle handle all the way forward and the boat will stay in the 1500 rpm range and will just chug along like that, but if I push I MEAN PUSH! The throttle handle past the poit where I think it should go the motor will kick into high gear. You can't even feel the handle move its so far forward. Guy at work "mr know it all" says oh you have a stretched throttle cable. Does this sound about right?, they pretty easy to replace if that's the issue?, your thoughts....

I would disconnect the cable on the motor end and see if the throttle linkage moves through the full range first.
