Why! Spraying into the carb only cleans the bore of the carb. Spraying through the carb on a running engine is done as a decarboning process, not to clean the carb. Adding SeaFoam (or any other fuel treatment) to the fuel so it passes through the internals of the carb is the way to clean it, provided it isn't so gunked up that it must be disassembled to clean.
