any advice, seems the cable is stuck at the steering tube the second cable moves freely also a may have damaged the pinion box too

Same deal on my 2003. 1 cable moved the other was frozen in place from poor and lack of lubrication. Also felt I ruined the steering when attempting to move the steering cable.

Dismantle and lubricate both cables. More than likely you will need new cables or new steering system. I chose to not struggle with the cable and more and opted for teleflex "Bay Star" Steering system.

Night and day from mechanical to hydraulic. I wish the cable was better sealed and lubricated but because of design and difficulty lubricating, I spent the about 7 big ones fro the hydraulic steering.

If it's the problem I've had twice, this is what I did. I have two cylinders, when you turn the wheel one will go in and the other will come out. The top cylinder was stuck both times. No amount of force would loosen the inner shaft with the outer sleeve. I was hammering the end that bolts to the collar that attatches the two. What worked for me was to have a person hold the outer sleeve with a pipe wrench or if by yourself use channel locks. Use a pipe wrench as close to the end of the inner shaft and twist it until free. Keep twisting up and down until it's free enough to work out using the steering wheel. Once it's all the way out clean it with break cleaner and coat with never sieze. Trust me, you can use a sledge hammer to try to smack it in, but it won't work. You got to twist it to free it. What happens is the salt will corrod the outer sleeve that's made of aluminium and the shaft is stainless steel. Two dissimular metals. The salt will react with the two metals and cause pit welding. If you get it free and want to check. Look inside the outer sleeve and you'll see the pitting. Make sure that when you wash your boat down that you spray Salt Away on those inner shafts and turn the wheel back and forth to work it in the sleeves.
